A railroad is designed a certain way to suit that purpose. The particular arrangement of that wood and steel is a railroad. Much like a heap of building materials is not a house, to misquote Socrates.

If you say arrangements of matter through time and space are social constructs then literally everything is. A house is one arrangement of matter. Even elementary particles are particular arrangements of particles at a particular time.
