What are your thoughts on the situation?

It's just a normal military exercise, most likely.
US soldiers taking the form of partisans interests me
US generals will likely pick up some new counter insurgency doctrines, and develop a greater understanding of assymetric warfare.

I though so too.... Until AT&T phones went out, air traffic control radar went offline, and various wi-fi networks shut down at the same time.

No, but AT&T went out in 20 some-odd states, Verizon in certain districts, air traffic control radars, and wi-fi networks.... all at the same time.
It doesn't have to be localized to the operational area. And besides, someone could have made a mistake when they shut off the cell towers... and they blamed ONE fiber-optic cable for everything...
