A change in judging

If you take a look at the site statistics, judgement quality has been dropping. I suppose it is because there were previously more active judges on this site.
This calls for a change in how we judge. There are many different possible ways judging could be changed, like paid professional judges (probably not a good idea at the moment), training clubs, restrictions on judging, easier way of judging, etc.
paid professional judges
PROS
-More reliable judgements.
- Can Guarantee judgments on all debates.
CONS
-Costs money.
-Requires experienced judges, which may be harder to find (but who knows, money can make something like this convincing).
training clubs
PROS
-Could make more experienced judges, raising the quality.
-Could attract more people to this site.
CONS
-May require much time and effort.
-Finding teachers could be hard (probably no need for pay). Ideally there would be more than one, but maybe not.
restrictions on judging
PROS
-Could raise judging quality since less inexperienced judges would vote on debates.
-Only people that put in more time on this site will be able to vote.
CONS
-Considering that Edeb8 has a low number of people, these restrictions could make judgements very rare. Most debates probably wouldn't get judged.
easier way of judging
PROS
-A judging layout like DDO's is more simple than typing a paragraph and can weigh debaters by giving points.
-There are many different possible options for this.
-May raise the judging quality, since people may be more satisfied with the layout.
CONS:
-The judgement format on this site may not be the major problem.

What do you think?

Bi0Hazard: Another option:
Allow debaters to consent removal
PROS
-Low quality judgements and vote bombs could be removed from debates.
-Will give some protection from low quality judgements.
-Would likely raise judgment quality.
CONS
-Could result in unfair removals.
-Maybe not many will use it.
-If someone is gone from the site and can't consent to a judgement, then there can be no removal, unless an exception is provided.

Bi0Hazard: paid professional judges
Money's the issue

training clubs
I like it. Maybe more like mentoring. Needs some incentive.

restrictions on judging
I don't mind it, but yeah, similar to debate restrictions I guess.

easier way of judging
Something like this is already in the works but I agree, I don't think the major problem behind quality is the format.
